Producer Responsibility in Norway – Rules and Reporting
To comply with producer responsibility regulations in Norway via us at Recipo these key steps must be followed. Below is a description of the important steps.

Submit an application to become a customer with us and receive all the information you need. Follow a couple of simple steps, and soon you’ll be our customer.
Registration with the Norwegian EPA (Miljödirektoratet)
Recipo will handle all registration with the Norwegian EPA on your behalf.This applies to both Norwegian and foreign companies.
Authorized Representative (AR)
- All EU-registered companies must appoint an AR according to Norwegian legislation. Norwegian-registered companies are not allowed to assign an AR.
- The Norwegian EPA (Miljödirektoratet) does allow companies outside Europe to designate an AR in Norway if they wish to do this, but it is not mandatory according to their guidelines.
Reporting of POM (put on market) Figures:
- As a WEEE (Waste Electrical and Electronic Equipment), battery and/or packaging customer, you need to report your POM figures on your company page in Recipo’s reporting portal.
- NOTE If you are a Norwegian-registered company you do not do your reporting in Recipo’s reporting system. The reporting will be made by the Norwegian customs (Tullverket) and we at Recipo will receive all your POM figures from them.
- Reporting can be done monthly, quarterly or semi-annually, depending on the number of products you place on the market. For monthly, quarterly or semi-annually reporting, these reports must be completed by the 15th day of the month following the reporting period.
- In Norway the EPA requires two final reports per year. The first one must be finalized by the 15th of January each year and the second one must be finalized by the 15th of July each year after the reporting period. Recipo then calculate and finalize the reports to Miljödirektoratet (the Norwegian Environmental Protection Agency) before the 15th of February and the 15th of August each year.
Reporting Categories for WEEE and Batteries in Norway:
1. Temperature exchange equipment
2. Screens, monitors, and equipment containing screens with a surface greater than 100 cm²
3. Light sources
4. Large equipment (> 50 cm)
5. Photovoltaic panels
6. Small equipment (< 50 cm)
7. Small IT and telecommunication equipment (< 50 cm)
8. Large industrial equipment
9. Largeindustrial cables
10. Batteries
Reporting Categories for packaging in Norway:
Reporting categories for packaging in Norway will be added shortly.
Reporting to the Norwegian EPA, Approval, and Verification
– Recipo reports your POM figures to the Norwegian EPA two times per year, before February 15th and August 15th each year.
– No further verification is required from your side. You will receive an email from The Norwegian EPA (Miljödirektoratet) confirming the completion of your reporting.
Collection of waste
We collect existing amounts of waste and collaborate with our partners to quantify the waste corresponding to our customers’ sales. By analyzing sales data and waste quantities, we calculate our shares of this waste. The waste is then transported to our recycling facilities, where it is meticulously sorted, crushed, and broken down into various components. These components are subsequently sold to manufacturers who use them to create new products. Through this process, we close the loop and contribute to a more sustainable and efficient use of resources.
